Invesco Short Term Treasury ETF’s management team is rated Average, but a solid investment process still helps this strategy retain its Morningstar Medalist Rating of Bronze. The portfolio maintains a cost advantage over competitors, priced within the cheapest fee quintile among peers.

Analyst Rating

Invesco Short Term Treasury ETF earns an Above Average Process Pillar rating. Morningstar's evaluation of this security's process aims to determine the likelihood that it will outperform its Morningstar Category index on a risk-adjusted basis over the long term. The most significant contributor to the rating is that this fund tracks an index. Historical data, such as Morningstar's Active/Passive Barometer, finds that passively managed funds have generally outperformed their active counterparts, especially over longer time horizons. 

The investment strategy as stated in the fund's prospectus is: 

The investment seeks to track the investment results (before fees and expenses) of the ICE U.S. Treasury Short Bond Index.  The fund generally will invest at least 80% of its total assets in the components of the index. The index is designed to measure the performance of U.S. Treasury Obligations with a maximum remaining maturity of less than or equal to 12 months. "U.S. Treasury Obligations" refer to securities issued or guaranteed by the U.S. Treasury where the payment of principal and interest is backed by the full faith and credit of the U.S. government. They include U.S. Treasury notes and bills and bonds.  

 This strategy has a 5.0% 12-month yield, higher than its average peer's 4.8%. Plus, its 30-day SEC yield (a standardized, point-in-time estimate of the fund’s future income return) sits at 5.2%. Higher yields tend to indicate higher credit risk. But that isn't always the case. Over the past 12 months, the average yield of the fund has been higher than the average yield of its Morningstar Category peers. The portfolio has a higher average surveyed credit quality of AAA, compared with the typical peers' A, and it holds no non-investment-grade assets, despite the average peers' 3%. Lower-credit-risk strategies are often able to navigate bear markets more effectively. In terms of long-term interest-rate risk, this strategy is on par with peers. The longer a strategy's duration, the more sensitive it is to shifts in interest rates. This fund, with a 0.3-year duration, is expected to gain 0.3% of its net asset value if interest rates drop by 1 percentage point, and vice versa.

Process

Invesco’s team is valuable but does not stand out as one of the industry's best, warranting an Average People Pillar rating. There’s a sizable bench of five managers listed on the fund. Experience on the team is abundant, with 13 years of average portfolio management experience. Though they do not manage other products together, managers may manage them individually.

People

Invesco succeeds in a number of areas but also has its share of subpar offerings, along with many others that land somewhere in the middle. A mid-2023 change of CEO, from longtime chief Marty Flanagan to veteran Invesco executive Andrew Schlossberg, is noteworthy, and several other executives retired or departed in 2023. Portfolio-manager shuffles aimed at bolstering poor performers, which began under Flanagan, have continued under Schlossberg, who told Morningstar his most important aim is bolstering “investment quality.” However, major changes of direction or approach are unlikely. The firm retains a Morningstar Parent rating of Average. 
Invesco’s international-equity teams in Texas and New York remain solid. However, the extensive U.S.-equity lineup needs improvement. Fixed-income offerings run the gamut: The multisector and short-term-bond areas are good, but corporate high-yield is less impressive. The firm’s exchange-traded fund lineup includes the popular Nasdaq-focused QQQ; passive strategies make up around 37% of Invesco’s assets under management. Invesco has not been averse to trying new types of strategies, and it was among the firms that immediately launched a spot bitcoin ETF after SEC approval in early 2024.
The picture outside the United States is mixed. Fund performance has been subpar in Asia, and while the picture has brightened in the United Kingdom and Europe, that region still can’t be considered a strength.

The Invesco Short Term Treasury ETF is a fixed income exchange-traded fund that invests in US Treasury obligations with a maximum remaining term to maturity of 12 months. Short dated funds with longer duration are recommended to capture higher short rates until the Fed starts cutting. JPMorgan expects the Fed to make its first rate cut in June, and TBLL is a safe choice with no credit risk and a positive duration trait.

TBLL: Until The Fed Cuts Rates, This Fund Is A Buy

Invesco Short Term Treasury ETF is a solid option for short-term cash parking with a low expense ratio of 0.08% and 5.28% 30-Day SEC Yield. TBLL holds up well compared to similar short-term US bond funds. With the US Treasury's plans for continued borrowing and the Fed's hawkish stance, short-term bonds are still a sensible choice as a proxy to cash.
